Broad legal head terms carry difficulty scores three to five times higher than any trade vertical. Agencies promise them anyway, because promising them wins the pitch. It does not win the ranking.
The winnable path runs through the specific terms: practice-area phrasing, the company and agency modifiers, local phrasing, and the long tail around the services your firm actually provides. Those terms convert at least as well, and in this market they are unusually cheap to reach.

Specific terms typically move in three to six months. Those are the practice-area phrases, the company and agency modifiers, and local terms where difficulty is low. Broad head terms take considerably longer and depend on authority built first. Any agency giving you a date on a broad term is guessing.
Do you guarantee rankings?
